Minutes of consensus discussions leading up to new fluorescent light fittings that were installed 16 March 2010.

 

Five of the eleven T8 fluorescent light tubes fitted by Martin Howe as part of full refurbs in April 2009, were found to be defective on 17 June 2009. This was noted and brought to the attention of the committee in the July 2009 Committee NewsLetter.

 

 

Committee Consensus Reached 28 February 2010 - Decision to Renew Lighting

The chairman first circulated details of potential contractors in October 2009 - full details below. Following installation on 16th March 2010, there was a minor issue with one of the fittings and a lighting unit was replaced free of charge by Phil White on 8th of April 2010.

Just further to our earlier telephone conversation, I’m happy to reconfirm that the committee has approved your kind quotation of 24.02.10.

We would therefore like to engage you for the proposed lighting works as agreed verbally and specified in the recent email communications.

I would just also like to confirm as discussed, my request to avoid the proposed works being conducted in the period March 22 - 31 as this will be our busy league period.

We are happy to close the court off for 2 days to allow for unforeseen circumstances and as discussed our preference would be for the works to be scheduled in the week 15-19 March - if this proves to be convenient for you ?

Thanks very much again for your very comprehensive answers.

My apologies for my ignorance on the lighting levels, and I believe from your kind lumen/lux explanation that your proposed system will be adequate for our needs. We don’t need the higher championship specification as our squash in nowhere near this level !

From my point of view, all our questions have now been answered thoroughly, so the next stage is to seek committee approval.

I note that you are happy with the asbestos advice that I supplied.

I’ll get back to you as soon as I have more news.

Hi Steve

Further to you E-Mail below and for the purpose of good record we would confirm the following

1        When we first met on site we were asked to comment on the lamp issue and why T8 fluorescent lamps had been installed in Luminaires that had been designed for T12 lamps, we confirmed that T12 lamps were no longer available and that was the reason the other Electrical Contractor had installed T8 lamps, the reason the existing fitting are not striking as they should is because the control gear in the existing Luminaires is not fully compatible with the lamp wattage of the new T8 lamps, we therefore recommended that the replacement of the existing Luminaires was the best way forward bearing in mind that the existing Luminaires are probably over 20years old

2        We were never requested to re-design the lighting to the squash court, our quotation was to supply on a like for like basis using High Frequency similar fittings which is what we have done

3        The minimum lighting level for a standard Squash Court as required by the World Squash Federation is 300 Lux at 1mtr, with the standard level being 500Lux at 1mtr which is what we assume the original design was based on,  however if you require Championship level or TV level of lighting you would be looking for a lighting level of 1200Lux at 1mtr to the court, you can have it but you would require additional fittings which would also increase the overall cost

4        Lighting levels and designs are not measured in Watts they are measured in Lumens, therefore the lumens output of the various option are as follows

A 55watt PLL lamps has an initial light output of 4800 lumens, therefore on the basis of 20 tubes the total light output is 96,000 Lumens

A 1800mm 70watt fluorescent tube has an initial light output of 6300 lumens, therefore on the basis of 12 tubes the total light output is 75,600 Lumens

5        We are unaware of what lighting level is achieved using 10No 2x55watt Luminaires, however using the 1800mm twin batten fitting the lumen output is approximately 25% less than the 2x55watt Luminaire

6        It is worth noting, that regardless of current Lux levels in the court the new luminaires will be more efficient and give a better level of lighting to those currently in situ

7        The new Luminaires will be lighter in weight than the fittings currently installed so the fixing of the Luminaires and wire guards will not be a problem

8        We accept the asbestos as Low Level and do not have a problem with this

Thanks very much for putting all this info together for us.

Sorry for the delay in replying but I have had to read up more thoroughly on our asbestos survey.

Just with regard to the lights fittings. We consulted Apollo a while back who produce specialist squash lighting systems. Their system has 20 x LAMPS (55W PLL TYPE 4000K 2G11CAP) - giving a total of 1100W.

By my calculations, the system you have kindly quoted for provides 840W - which is a bit less, but I guess more than we have at the moment?

Thank you for specifying that your suggested fittings are of good quality. One aspect we have not considered is whether their weight will be a factor for securing purposes ?

Thank you also for the additional pricing details you have kindly provided.

To answer the asbestos query, we commissioned a Type 2 survey in 2005 which was conducted by Romford Insulations. This is the 1st time we have considered commissioning any fitting modifications since. The court was completely redecorated in April of 2009 and all of the issues regarding loose / defective panels were addressed by the contractor at that time.

My interpretation is that the overall risk assessment of the court is “low”.

However I think further consideration is required on the ceiling panels of the entrance where the single tube fitting is currently sited. The play area ceiling is made of boarding that doesn’t contain any asbestos according to the report - this I assume applies to the viewing balcony light fitting boards as well.

I am not aware that we have any ‘asbestolux’ in the court. The main material is chrysotile which is encapsulated. Chris Stott has kindly offered to advise if there are queries on this.

Category A (>10) - regarded as having a high potential to release fibres if disturbed.

Category B (7 - 9) - regarded as having medium potential to release fibres if disturbed.

Category C (5 & 6) - regarded as having low potential to release fibres if disturbed.

Category D (>4) - regarded as having very low potential to release fibres if disturbed

Note: Asbestos debris is automatically assessed as Category A.

RISK PRIORITIES

Risk Priority Code 1, risk scores 18 or higher = HIGH RISK

Risk Priority Code 2, risk scores 12 to 17 = MEDIUM RISK

Risk Priority Code 3, risk scores 11 or less = LOW RISK

Note: See Section 10.00 for a full explanation of the actions to be carried out for each priority.

 

3.60 Recommendations

The wall lining panels to the entrance, balcony and playing court at high level are low-density

fibreboard, which does not contain asbestos but surface has been skimmed with a coating,

which does contain asbestos (Chrysotile). Some of the panels have been damaged and require repairing or removing. Under no circumstances should any fixings be made to these panels.

 

All personnel who carry out maintenance or refurbishment etc must be made aware of the "Asbestos Register", and any areas that contain asbestos materials in which they may be working. The aim is to prevent accidental asbestos exposure, and also prevent delays to

possible future work schedules in these areas.

 

4.20 On-Site Risk Assessments

With regard to calculating the "Management Priority Score", which you rightly point out, requires occupancy, frequency of use, average time of use and maintenance activity. Our lead surveyor has used his own judgement, based on his knowledge of the usage of the building and its size i.e. a single squash court with limited space for entry/exit and viewing. His overall risk assessment is "Low" and would require considerable change for the assessment to change to "High" and requiring immediate action.

1        The wattage of the Lamps are 70watt T8 Lamps with a output of 6300 Lumens (Initial)

2        The fitting which are High Frequency are Guaranteed for 12Months from the date of installation, subject to no user abuse

3        We have priced this installation competitively taking into account the following

A)     Good quality materials

B)     2Men on site for a Day, therefore access will be required all day

C)     Access Equipment

D)    To test the new installation and issue a Test Certificate for the new lighting only

E)     Removal from site of the old lighting installation

4        As regards the possibility of asbestos can you please confirm, what asbestos is present, and when the area was last checked for asbestos, we feel that the changing of the Luminaires should not be a problem if the asbestos has been encapsulated, are we talking about an asbestolux material please advise?

Your quote has been to the committee for consideration, and we just have a few questions listed below.

- The bulb wattage for the 6 x court fittings is not specified. Is this something we can firm up on later ?

- Could you kindly let us know what the guarantee on fittings and installation is please?

I would also like to call you at a convenient time in order to discuss the proposed charge.

My duty as chairman of the squash club is to make sure that we spend our money in the best interests of our members.

This is because we are all volunteers and run on a ‘not for profit’ basis in order to keep our fees as low as possible.

I also need to advise you that parts of the court are fabricated with an asbestos component as was common in the 1970’s.

I have a comprehensive report that I can forward should you wish, but we have been assured that the risks are extremely low as the material is all encapsulated.

However I guess there may be a risk associated with removal of the old units and securing of new ones that we should discuss.
